This policy paper addresses the issue of weak institutional coordination of youth policies in Yemen, given the multiplicity of stakeholders and the overlap of roles between national and local levels. Within a fragile political and economic context that has created structural challenges limiting the effectiveness of planning and implementation, the paper seeks to provide practical and applicable policy alternatives. These alternatives account for scenarios of both stability and instability, balancing long-term institutional reform requirements with transitional solutions suitable for the current stage. The paper concludes by recommending the adoption of civil society as a coordinating mediator to gradually activate institutional cooperation as the optimal path forward.
