Calling for the diversion of international aid in Yemen towards the provision of public services

International organizations, in accordance with the International Covenant on Economic, Social and Cultural Rights, are obligated to assist governments in ensuring the realization of the rights contained in the Covenant, chief among them the access to public services without discrimination. This, however, is something we have rarely seen in Yemen.

While Yemen is experiencing a severe division of authorities in the north and south, as well as political and military divisions in the areas under the internationally recognized government's control, the interventions of international organizations do not focus on providing public services. They are content to continue providing emergency support for over seven years. The question that begs to be asked is: when will this state of emergency end, and when will international organizations shift their focus to implementing development interventions that contribute to providing services to citizens who have been deprived of them since the outbreak of the war?

The demand for international organizations to focus their interventions on providing services is not driven by a satisfaction with the emergency food and medical aid. Rather, it stems from the pressing need of the people for the continuous provision of public services, whose availability can contribute to reducing citizens' complete dependence on the provided assistance.

From another angle, contributing to the provision of public services is at the core of the role of international organizations, as the most important thing they should do is assist the authorities in delivering services, given the impact this has on strengthening social stability and enhancing the resilience of citizens.

The time is no longer suitable for the continued waste of international grants and funding for Yemen through international organizations in emergency support projects. The country needs public services that everyone can benefit from without discrimination, and this will only be achieved by directing the projects of international organizations towards this field, starting with the repair and rehabilitation of roads, and not ending with the provision of electricity, water, comprehensive health coverage, and education.

Today, citizens need public services, and I can confidently say that their availability is the first step on the path to building community peace, on the way to building a comprehensive and fair national peace.
